I thought it was a road (with crash barrier) by the sea. I think the green stuff is seaweed. It looks like there's an opening beneath the road for a stream to empty into the bay. Could there be a pylon in the distance?

The original poster said the phone mast on the hill is a clue.. I'm sure thats the fields from East Lothian
