It's a wee Tardis.
If you are logged in then it uses the timezone and daylight savings defined in your profile (User Control Panel -> Board preferences). That daylight settings switch doesn't updated automatically...
If you are not logged in then it uses the global setting... ... ... which has been out by an hour since spring because I forgot to change it
(but it will be correct on Sunday
)
