Hi Malcolm, yeah I forgot to mention that I also reported this to SEPA last night, getting a quick reply that it had been sent on to the area duty pollution officer for attention.

In response to your recent email, I visited PortobelloBeach yesterday and found the material which you referred to. Like you, I wasn’t entirely sure what the material was but felt it seemed to be arising from the nearby road drainage system. To that end I’ve passed details of your call (but not your personal details) to City of Edinburgh Council for urgent action as the matter falls outwith the scope of SEPA’s regulatory remit. I hope that’s to your satisfaction.
Should you wish to follow up on their progress, the reference number attached to my ‘report’ is 295097.
Many thanks for bringing the matter to SEPA’s attention.
