The ramp starts half a metre above the prom or the parking is half a metre above the prom?
I thought when I saw the plans the parking area was below the prom with openings towards the prom in the wall. Is is fully enclosed?

The ramp starts half a metre above the prom and then goes down, and there aren't opening to the seaward side. The flood risk in the immediate future is pretty minimal. Give it 50 years and it might be a different story.
