For guidance we need to look to Australia and America, countries whose founders carried with them the best ideals of Scotland and its communities, where they have developed the "Master Planned Community" or MPC.

generally speaking, a 'masterplanned community' will be shaped to respond to whatever the greatest current force in play happens to be. 'Responding to local needs' thus translates almost immediately into 'bowing to commercial pressure'

masterplanning must be centrally driven and controlled whilst engaging with local communities.
