I've only ever see the polis speak to folk having bonfires after a complaint from other neighbours [I've found out later] about excessive smoke and/or fumes - I've had to shut my windows tight when numpties have decided burning kitchen units is a good idea
and the wind has been in the wrong direction. Or when there's been excessive noise. But normally it does not seem to be a problem as long as consideration is given to the people who happen to live close by. Most times it's fine and, indeed, rather a nice sight.
