I have noticed a user group within Talk Porty entitled 26 The Prom / 60 Bath Street and was being nosey to wonder what this group is, is it just for neghbours who are friends, are there issues with the addresses quoted?
What is the control around someone wanting a group and private forum created?

You've guessed it - a forum for residents of that block. Access to the forum is controlled via the associated "usergroup" - see the link under the top header - and the group owner (elkanary).
"Private forums can also be created (free of charge) for local organisations" - so if you're interested get in touch. Forum can be completely open or private and a few options in between.
