barrier ? in Bath St

Theres a metal barrier thingy been installed next to the recycling bin at foot Bath St.
Anyone know what its for?
I noticed it today but cant figure it out

I suspect they are planning to keep the bins from being as freerange as they have been in the past, though unless they tether them the barriers won't help

Didn't realise there was one either side of the bin. Thought there was just one rather like a hitching post from the wild west!

Noticed the bin hadn't been emptied but the ones in Straiton place were done this am.

Also notice the light at corner Regent St Straiton Place is still burning during daylight even though I reported it to Clarence over a month ago.
Another peculiar thing is the gray postd in regent St Stariton place that have nothing on them, been like that for years

So far the bins have been behaving in their new pen. I'm looking forward to seeing one of the horses tethered there while the owner nips down to the chippie
