BOY RACER! If you're driving within the legal/recommended speed limit for the area (ie 20, for which I think Portobello is becoming enforced, not just recommended) then there isn't a problem - perhaps a slight slow down for the actualy bump which will add all of a few seconds onto your journey time...

These bumps can and will damage cars regardless of speed or whether or not they have been lowered to improve road handeling and safty.
